The Olhar 360 solution aims to support public management in controlling spending, as well as in the best application of resources
Brazil has a total of over 5,000 municipalities that, in order to continue receiving federal funds, are required to send their operational data to ministries such as Health and Education on a monthly basis. However, few of them are able to transform the data they send into useful information for management. It is precisely with the aim of extracting this data and transforming it into intelligence to support public management that Toccato, a Qlik distributor in Brazil, created Olhar 360. Based on the municipalities' financial statements, the tool, which uses Qlik technology, enables the extraction of this data and transforms it into information displayed in analysis panels with easy-to-navigate graphs that can help public managers answer any unforeseen questions about the data instantly. This makes it possible to improve the quality of public spending and do more for citizens.

The first sector to receive this facility is the Health sector. The primary source of extraction is DATASUS. “Many city governments transmit data to the federal government, but are unable to interpret it due to lack of personnel or a dynamic tool like Olhar 360. In the health sector, for example, it is possible to ask any question about hospital admissions and outpatient care, including assessing how many patients from other municipalities are seeking care and how much is being spent on them. We can also find out which hospitals or health centers have diagnostic and treatment equipment, such as mammograms, CT scanners, x-rays, among others,” says Gilberto Costa, Director of Innovation and Knowledge Management at Toccato.

Although the product is highly representative for whatsapp saudi arabia managers in city halls, once the resources are applied more efficiently and better targeted, the benefit extends to the entire population. “Citizens benefit greatly from the agility issue, even if you currently have a government official who does a good job managing public resources, this type of information provided by Olhar 360 will provide the basis for much faster decisions. For example, we face summer periods with dengue outbreaks. If the manager analyzes all aspects, he will be able to send assertive information to the Ministry of Health and know which additional resources he will need”, says Euler Barbosa, Consulting and Services Director at Toccato. The executive also warns that the social benefit even includes the possibility of creating preventive campaigns against diseases or identifying epidemics much more quickly.

Toccato currently works with more than 120 public agencies belonging to all spheres of power and this know-how was a great ally in the construction of a product aimed at city halls, together with the expertise of the employees involved. The next phase of Olhar 360 will focus on Education and is expected to be ready for use by the end of the year. Soon after, the product, which aims to serve all segments that encompass public management, will advance to other sectors. Other agencies, such as press outlets, can also have access to the data, as long as they acquire the tool. In this c

With the launch of Olhar 360, Toccato intends to show mayors that it is possible to have access to information ready for analysis, and not just data. “We want to create a culture of using information. To show that visual analysis can be applied to public management in order to break paradigms and optimize the administration of resources”, points out Euler.

Municipal governments are the lowest level of the public management chain, and so, when developing the product, several aspects were taken into consideration so that the tool would be inclusive in all areas. “We have to keep in mind that when we talk about city governments, we have to include everything from São Paulo, the largest city in the country, to smaller municipalities that barely have access to the internet. Therefore, although cloud computing is the big corporate trend, Olhar 360 can be downloaded and installed locally. Online training will also be provided so that everyone knows how to use the tool in the most efficient way. In addition, the price will be quite affordable because it is an annual subscription in which the city governments will receive panels with new information every month”, concludes Gilberto.
