Scenario of school exclusion in Brazil
We need to find and bring to school the 2.8 million children and adolescents who
are excluded
School exclusion mainly affects vulnerable boys and girls, who are already deprived of other
rights. In Brazil, 2,802,258 children and adolescents aged 4 to 17 are out of school, according to
the 2015 National Household Sample Survey (PNAD). Of the total out of school, 53% live in
households with a per capita income of up to ½ minimum wage. School exclusion is nothing new. For
almost 10 years, UNICEF has been warning the country about the large number of children and adolescents
out of school.

According to the Brazilian Constitution, education is the duty of the State and the family. According to the Law of
Guidelines and Bases of Education and the Statute of Children and Adolescents, parents or guardians have the obligation to enroll their children in schools.
Furthermore, article 246 of the Penal Code ensures that deviant behavior, without just cause, can be considered a crime of intellectual abandonment, with the penalty being detention, from 15 days to one month, or a fine.
